The first chapter of this video is normal static cling. The balloon clings to the marker board after being rubbed on the assistant's shirt.
The second chapter shows the same electrostatic force exerting some OOOOMPH on crushed up bits of styrofoam packing "peanuts" after being rubbed on the assistant's shirt.
